When the peace is shattered, the Dragon of Dojima makes his return.

After the conflict with the Omi Alliance, Kazuma Kiryu entrusts the future of the Tojo Clan to Daigo Dojima and relocates to Okinawa with Haruka.

There, he runs Morning Glory, an orphanage connected to his foster father Shintaro Kazama, and spends his day in peace with his children... until that peace is disturbed by the looming threat of a government-backed resort development plan.

The orphanage is shaken by a struggle over vested interests, the Tojo Clan is embroiled in a fierce succession dispute, and a massive conspiracy with its roots deep in the political world begins to unravel. As all these forces converge, Kazuma Kiryu must face new conflicts in Okinawa and Tokyo head-on.
